Bihar Student Credit Card Scheme

  • Bihar student credit card scheme was launched on the occasion of Gandhi Jayanti on 2nd October, 2016.
  • Under this scheme, an education loan of Rs. 4 lacs will be provided to every 12th pass students, willing to go for higher education who otherwise is deprived due to financial reasons. With the involvement of Bihar State Education Finance Corporation, a guarantee will be provided against the loan to each of these students.
  •  Under this scheme, loan will be provided to cover livelihood and expenditure to be incurred on their education, cover their tuition fee of the institution (including hostel) and even for rented accommodation in case of non availability of hostel.
  • The loan will be available for higher education in general courses like B.A/B.Sc and professional/ technical courses like engineering / medical/ management/ law. Under this scheme, a complete guarantee is being provided on any default including interest levied.
  • For financial year 2016-17 a target of 5 lacs students and for financial year 2017-18, a target of  6 lacs students, for year 2018-2019, a target of 50,000 students, for year 2019-2020, target of 75,000 students and for the year 2020-2021, a target of 1,00,000 students has been set to cover under this scheme.
  • This scheme will be beneficial for students deprived of higher education due to financial constraints. At the same time it will help improve the gross enrollment ratio in higher education.

Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojana

  • Mukhyamantri Nishchay Swayam Sahayta Bhatta Yojana was launched on 2nd of October, 2016.
  • Under this scheme, unemployed youth between the age of 20-25 years who in search of employment, will be given Rs.1000 per month for a maximum period of two years. This scheme is being implemented by Planning and Development Department.
  • The youths availing self help allowances have to mandatory enroll for training in language (Hindi & English) & Communication skills, basic computer knowledge and soft skills.
  • For financial year 2016-17 the target is to provide the benefit to 18.17 lac youths anf for the year 2018-2019, target has been set to provide benefit to 2,00,001 youths of the state. In the coming five years the target is to extend the benefit to 69 lac beneficiaries.

Kushal Yuva Program

  • “Kushal Yuva Programme” was launched on 2nd of October, 2016.
  • Under this program, youth between the age of 15-25 who have cleared the class 10th or 12th exam will receive basic training in language (Hindi & English ) and Communication skills, Basic Computer Skills and Soft skills. The total training will be of 240 hours, with 80 hours of language (Hindi & English) and communication skills, 120 hours of basic computer skills and 40 hours of soft skills. This scheme is being implemented by Labour Department.
  • BSDM has established one skill training center in every block of the state where soft skills, communication skills( English & Hindi) and Basic computer literacy training will be imparted.
  • To provide uniform training to all students throughout the state, the department has signed an agreement with a company from Maharastra-MKCL (Maharastra Knowledge Corporation Limited).

District Registration And Counseling Center

  • District Registration and Counseling Centers have started from  2nd of October, 2016.
  • District Registration and Counseling Centers, equipped with modern equipment and facilities have been established in all districts headquarters. They would facilitate the execution of three schemes under Aarthik Hal Yuvao ko Bal. It will also help prospective youths in online registration of the applications, verification of their documents and further course of action.
  • A waiting hall, May I Help You counter, Token counter, clean drinking water and toilet for applicants are available at these centers. The facility to register for Aadhar Card and Pan Card is also available at these centers.
  • Applicants have to come to the center on the allotted date and time for verification of their original documents along with PDF copy of the application and submit the self attested copies of the documents.

Bihar Start-Up Policy, 2016

  • Bihar Start Up Policy was launched on 7th September, 2016.
  • Bihar Industrial Investment Policy, 2016 was launched on 1st September, 2016 envisaging speedily industrial development. Following priority areas have been identified under this policy : Food processing, Tourism, Small Machine Production, Information Technology, Electricals& Electronics Hardware, Plastic and Rubber, Leather, Health Services, Renewable energy, Textile and Technical education. Several incentives have been provided in the Bihar Industrial investment Policy, 2016.
  • Bihar Industrial Investment Promotion Act, 2016 has been promulgated to simplify the process of industrial investing in the state. Under this Act, now the industrial unit can apply online through a common application form and the state Investment Promotion Council will have to give its approval within 30 days of receipt of the application.
  • The scheme will promote entrepreneurship among the youths of the state. This will be in effect for five years from the date of notification. Under this scheme, suitable environment will be created in the state to establish industrial units. Arrangement of financial assistance, incubation center, funding, publicity, standardization amongst others are part of this policy.

Free Wi-Fi In All Universities And Colleges

  • Under current environment it is essential to provide educated youth with internet connectivity in order to connect the youth of the state to e-Governance. This will spread awareness about the events, the changing scenario and development taking place at the national and international level.
  • A total of Rs. 220.50 crore has been sanctioned under Ination Technology Department to create internet facilities through free Wi-Fi in all universities and colleges of the state. Beltron has ed  the executing agency to fulfill the target.
  • The maintenance and operation will be handled by the executing agency for five years.
  • Internet facility through free Wi-Fi has been made available in 313 institutions against the target of 320 institutions of the state. The students and staff of universities and colleges is benefited from this scheme.
