Under Bihar Vikas Mission, for the implementation of Nishchay and Good Governance program 2015-2020 in mission mode, “Infrastructure Sub Mission” has been constituted under the chairmanship of Development Commissioner of the state.

This Sub-Mission covers four Departments and there is an increased focus on their projects. These Departments are as follows :-

1. Road Construction Department.

2. Building Construction Department.

3. Rural Works Department.

4. Energy Department.

1. Road Construction Department :-

Under the scheme of reaching the state capital in maximum 5 hours from remote places of the state, many schemes of road construction and bridge construction are being implemented by this department. The main projects are as follows

  1. The Construction of bridge over Koshi between Baluaha Ghat and Gandaul in Saharsa district together with approach road and other works :
  • The project is expected to be completed by 30th of June, 2018.
  • 98% of the work has been completed under this scheme so far.
  1. Construction of state of the art RCC bridge in Aarah- Chapra (NH 30) on river Ganga between NH 19 via Bubra Dorigunj :-
  • This project is being implemented under PLAN Fund.
  • It is expected to be completed by 31.12.2018.
  • Bridge construction work has been completed.Construction work of link approach has been completed by 91.25 %. Bridge is open for public use.
  1. Construction work of the state of the art 3 lane RCC bridge of 35X43.00 meters dimension in Bungarghat connecting SH 74 (Muzaffarpur District) and SH 90 (Saran District) on the river Gandak :-
  • The scheme is expected to be completed by 09.04.2019.
  • 89.15 % of foundation work has been done so far.
  • 70.44 % of Sub structure work and 36.64 % of super structure has been done.
  • 21.60% of work of approach road has been done so far.
  1. Construction of high level 4 lane RCC bridge of 58X50.00 dimension on river Sone between Daud Nagar and Nasriganj:-
  • The project is expected to be completed by 31.12.2018.
  • 88.00% of the work has been completed so far.
  1. Under the NABARD loan project (RIDF-XIX) construction of state of the art 4 lane 3160.00 meter long  RCC bridge over river Ganga connecting Aguani Ghat (Khagaria District) and Sultangunj (Bhagalpur District) along with ongoing work of land acquisition, construction of approach road and rehabilitation work :-
  • The project is expected to be completed by 01.11.2019
  • 24.62 % of the work has been completed so far.
  1. Construction of high level bridge on river Ganga between Bakhtiyarpur and Tajpur along with construction of approach road and related infrastructure :
  • This scheme is being implemented under PPP (Public Private Partnership) mode.
  • Approved length for bridge construction under this scheme is 5.5 kilometers.
  • The construction work is expected to be completed by 31.07.2019.
  • 50.17 % of work has been completed so far.
  1. Construction of Ganga Pathway from Digha to Deedargunj along with related infrastructure :-
  • This project is being implemented under EPC project.
  • The  construction work upto Krishna Ghat is expected to be completed by 30.06.2018.
  • Rest of the work is expected to be completed by 31.12.2020.
  • 27.00% of the work has been completed so far.
  1. Construction of 4 lane elevated highway above Patna Canal (Digha Road cum approach road for the bridge) :-
  • This project is being implemented under EPC scheme.
  • The  project is expected to be completed by 15.12.2018.
  • 96 % of the work has been completed so far.
  1. Expansion work of Chirayataar over bridge from Meethapur ROB station to Exhibition Road arm up to Gandhi Maidan :-
  • This scheme is being implemented under PLAN fund.
  • The work has been completed and open to public.
  1. Construction work of 6 lane extra dose cable bridge between Kachhi Dargah (Patna) and Bidupur (Vaishali) along with other infrastructure.
  • The project is scheduled to be completed in 48 months from its appointment date which is 16.01.2017.
  • This schme is being implemented under EPC Project.
  • Implementation of the work has started.
  1. Construction of Multi Sectional Interchange based on swap and grade separated U-Turn between Lalit Bhavan and Vidyut Bhavan (Lohiya Path chakra) :
  • This scheme is being implemented under PLAN Fund.
  • 75 % of the foundation work and 17% of the structural work has been completed.
  • This scheme is expected to be completed by 30.06.2019.

In addition to these Projects, Under Mission 2020, the Road Construction Department is working on several other schemes.

  • A total of 73 schemes for the construction of roads in the financial year 2016-17, whose length is 721km, has received the administrative approval.
  • 44 schemes with a total length of 533.89 km are being implemented.
  • In addition, 26 schemes have been completed so far.
  • A total of 110 schemes for construction of roads under the financial year 2017-18, whose length is 1124.73 km, has got the administrative approval.
  • Tenders are under process for 21 schemes, whose length is 277.65 kilometers.
  • Work of 73 schemes whose length is 701.00 kilometers are under process.
  • In addition, the work of 9 scheme has been completed.

Schemes related to construction of Bridges:

  • Administrative approval has been granted for 27 schemes in the financial year 2016-17 under bridge construction scheme.
  • Work of 17 schemes are under process.
  • In addition, Work of 9 schemes have been completed so far.
  • During the Financial year 2017-18, 20 schemes have got the administrative approval.
  • Tender for 12 scheme is under process.
  • Work of 5 schemes are under process.

2. Building Construction Department :-

As per the advice of Bihar State Disaster Management, Retrofitting work is to be done to make the following government buildings earthquake resistant.

a). Commissioner office, Darbhanga :-

  • The selected consultant for the construction of this building is TPC (Technical Projects Consultants Pvt Ltd, Noida-(201301).
  • Administrative approval has been recieved for this work and for this, tender has been invited twice. Nobody has participated in the tender.

b). Sadar Hospital, Madhubani :-

  • The selected consultant for the construction of this building is Global Engineering Services, Mumbai-400614.
  • Administrative approval has not been granted so far.

c). Patna High Court :-

  • The selected consultant for the construction of this building is Contex Construction Solutions Ltd, New Delhi-110019.
  • Administrative approval has not been granted so far.

d). Raj Bhavan, Patna :-

  • The selected consultant for the construction of this building is Contex Construction Solutions Ltd, New Delhi-110019.
  • Administrative approval has not been granted so far.

e). Sinchaai Bhavan, Patna (Located in the capital region):-

  • The selected consultant for the construction of this building is Contex Construction Solutions Ltd, New Delhi-110019.
  • In light of high level decision, the scheme has been postponded.

f). Legislature Building, Patna (Located in capital region):-

  • The selected consultant for the construction of this building is TPC (Technical Projects Consultants Pvt Ltd), Noida-201301.
  • In light of high level decision, the scheme has been postponded.

g). The main Secretariat Building, patna (Located in capital region):-

  • The selected consultant for the construction of this building is TPC (Technical Projects Consultants Pvt Ltd), Noida-201301.
  • Work order has been issued on 20.07.2017.
  • 80% of work has been completed.

h). Building situated at 1 Anne Marg, Patna :-

  • The selected consultant for the construction of this building is TPC (Technical Projects Consultants Pvt Ltd), Noida-201301.
  • Work order has been issued on 20.07.2017.
  • Work is under progress in residential building.

i). Vikas Bhavan, Patna :-

  • The selected consultant for the construction of this building is Global Engineering Services, Mumbai-400614.
  • In light of high level decision, the scheme has been postponded.

j). State Guest House, Patna :-

  • The selected consultant for the construction of this building is Contex Construction Solutions Ltd, New Delhi-110019.
  • Work order has been issued on 20.07.2017.
  •  work has been completed.

k). Collectorate Building, Seetamarhi :-

  • The selected consultant for the construction of this building is Global Engineering Services, Mumbai-400614.
  • Action has been taken to receive administrative approval.

l). Treasury Building, Supaul :-

  • The selected consultant for the construction of this building is Global Engineering Services, Mumbai-400614.
  • It has been recommended to postpone the retrofitting work by the circular issued by Superitending Engineer Building Zone, Saharsa with reference to the letter no. 55 dated 15.02.2018.

m).Surgical Ward of Darbhanga Hospital and College, Darbhanga :-

  • The selected consultant for the construction of this building is Contex Construction Solutions Ltd, New Delhi-110019.
  • With reference to the letter no. 1053 (1) dated 05.08.2016 by the Health Department, Reftrofitting work has been postponded.

3. Rural Works Department :-

  • Gramin Tola Sampark Nishchay Yojana is being implemented under this department for the execution of Nishchay ‘Ghar Tak Pakki Gali Naaliyan’
  • Under Gramin Tola Sampark Nishchay Yojana, the total number of earmarked habitations which have no link are 4643.
  • Total length of Road to be constructed under this scheme is 3977.3 kilometers.
  • The target is expected to be achieved by the year 2019-2020.
  • In the financial year 2017-18, total number of  habitations to be linked is 1153 and total target for the construction of road is 1000 kilometers.
  • Work of 1298 habitations have been completed and construction of 1250.86 kilometer road has been done.
  • All the schemes under this Yojana have been given administrative approval.
  • In the financial year 2018-2019,  1751 habitations is linked with construction of 1500 km of roads.

 Schemes implemented under Program of Good Governance :

  • Under the Pradhan Mantri Gramin Sadak Yojna, it aims to provide connectivity by constructing 56,769 km of roads in 50,828 habitations. Against the target,52031.88 km roads have already been constructed and connectivity has been provided to 49,893 habitations.
  • In the year 2017-18, a total of 3800 habitations are targeted to be connected by constructing 7000 kilometer of roads. Against which, so far 5226.7 km of roads have been constructed in 3377 habitations.
  • In the year 2018-19, a total of 1819 habitations are targeted to be connected by constructing 5710.28 kilometer of roads. Against which, so far 973 km of roads have been constructed in 884 habitations.
  • Under Mukhyamantri Gram Sampark Yojana, it aims to provide connectivity by constructing 68,727 km of roads in 73,738 habitations. Against the target, 22,313 km of roads have been constructed in 22,493 habitations.
  • In the year 2017-18, there is a target to connect 3400 habitations by constructing 4000 km of roads. Against which  1884.12 km of roads have been constructed in 1360 habitations so far.
  • In the year 2018-19, there is a target to connect 9850 habitations by connecting 9000 km of roads. Against which 1154.77 km of roads have been constructed in 769 habitations so far.

4. Energy Department :-

The following are the approved projects for power generation by the Department of Energy for enhancing the availability of electricity in Bihar.

a). Muzaffarpur Thermal Power Station (2x195 MW):-

  • The commercial production of the project in unit no. 3 and 4 is already been started from March 2017 and July 2017.
  • The state will get 264 MW (67.70%) of the total electricity produced.
  • As per the order of the honorable Governor, From 27.06.18, this project has been handed over to NTPC.

b). Barauni Thermal Power Station (2x250)

  • The state will get 500 MW(100%) of the total electricity produced.
  • The tentative month of commercial production of Unit no. 8  and Unit no. 9 of the project is January 2018 and February 2018 respectively.
  • As per the order of the honorable Governor, From 27.06.18, this project has been handed over to NTPC.

c). Barauni Thermal Power Station(R & M of 2x110 MW)

  • The testing and commissioning has been done for unit no.6 of the project  and commercial production will start from January 2018.
  • Commercial production of unit no. 7 has already been started from November, 2016
  • The state will get 200 MW (100%) of the total electricity produced.
  • As per the order of the honorable Governor, From 27.06.18, this project has been handed over to NTPC.

d). NPGCL 3x660=1980 MW

  • Bihar's allocation from the 1980 MW produced will be 1552.526 MW (78.41%).
  • The tentative month of testing and commissioning of the unit no. 1, unit no. 2 and unit no.3 is March 2018, September 2018 and March 2019 respectively.
  • As per the order of the honorable Governor, From 27.06.18, this project has been handed over to NTPC.

e). Peerpaiti (2x660=1320 MW) Thermal Power Plant :-

  • Under this scheme, out of the 1320 MW produced, the allocation to Bihar will be 1122 MW (85%).
  • New solar power plant will be established.

f). Kajra (2x660=1320 MW) Thermal power Plant :-

  • Under this scheme, out of the 1320 MW produced, the allocation to Bihar will be 1122 MW (85%).
  • New solar power plant will be established.

g). Chausa (2x660=1320 MW) Thermal Power Plant :-

  • Under this scheme, out of the 1320 MW produced, the allocation to Bihar will be 1122 MW (85%).

h). Banka (4000 MW) Ultra Mega Thermal Power Plant :-

  • Under this scheme, out of the 4000 MW produced, the allocation to Bihar will be 2000 MW (50%).

i). Bharat Rail Bijli Company Limited

  • Under this scheme, the allocation to Bihar will be 100 MW (10%) from the total electricity produced.
  • The commercial production of the unit no. 1 and 2 has already been started from January 2017 and September 2017 respectively.
  • Tentative month of testing and commissioning of unit no. 3 and unit no.4 is December 2017 and March 2018 respectively.
